You sure that isn't an AC valve? 2.1 Ohms would draw 5.7 A at 12 V, and 69 W power dissipation. Can't possibly tolerate that for more than a few seconds! Maybe that is desired for an air horn valve, but it will never work for coolant control. Maybe you can use an R-C scheme to cut applied voltage after giving time for the valve to open.
