You can probably supply the 12 volts by way of the field power on the 
7i76, its what I'm using but any encoder inputs are going to be 5 volts 
maximum because they all exist on the parent card, such as a 5i25. I 
believe the 7i76 is functioning as a BoB in this case
 
One could use a small 4.7 volt Zener diode to ground as a voltage 
limiter. With a 10k isolation R in series with each of the A/B/Z lines 
from the MPG, and a 4.7 volt Zener from the 7i76 input to ground you 
should not have enough heat to detect it. And the Zener which in fact 
might be an avalanch mode device since that is also the changeover 
voltage for Zener diodes. A true Zener mode diode is stable and below 
4.7 volts, whereas the avalanch mode device fades downward over time & 
power dissipation. With this low a power, it should last 50+ years.

like this for each signal line from the MPG:

      10k 1/4 watt R
MPG-A--/\/\/\/\/\/\--x----7i76-input
                     |   zener
                     x----|<--- ground

repeat for B,Z
