that's what I thought too, it's pretty expensive. (probably low production runs etc., obsolete?).

I am actually trying to see how much I can push it by using a rpi for that, that's about the same price.

This just doesn't make sense anymore.  You can take a bottom of the line FPGA and put 4, 8 or maybe even dozens of quadrature counters in it, with digital filtering, latch on index and other features. The Spartan 3A chips I use are just over $10 each.
