Magic, as far as I can tell.
Original source is troff (or groff, I get them confused)

But, it all works on my local machine, so doesn't seem to be inherent
to the LinuxCNC code base.
Hence the query, why would it appear different on www.linuxcnc.org to
(for example) www.bodgesoc.org
