The problem is not the mechanical design, slipping a toothed ring over the motor is easy.
The hard part is designing a very compact and efficient driver and rotary encoder. Space and weight and cost really matter for this application, and 12 of these motor/driver/reduction systems are needed. Very high speed FOC comutation is needed. I suspect a custom PCB is needed.
