A really cheap solution is to put a low-amp fuse on the motor. Not a breaker,
a fuse and keep them in a locked cabinet. People will soon learn to take it
easy.
That seems like a good idea, the fuse should be sized just a hair
less than the FLA stamped on the motor. That is the first thing I
set when installing a vfd. It protects both the motor and the VFD.
