Have a look at qelectrotech https://qelectrotech.org/index.php. IMO it is a better fit for this kind of "Stromlaufplan" / wiring diagram than PCB design software. It even comes with a big library of parts like contactors, relays, PLCs and has at least one MESA part https://download.qelectrotech.org/qet/elements/10_electric/20_manufacturers_articles/mesa/7i77/index.html that could be used as a template.
