Yes, emscripten compiles the relooper when it needs to be rebuilt (relooper
code changed since last you ran it), and then uses it from the cache. So
you only see this message when it is actually built, rarely.

The relooper is used in -O1 builds or above. (To confirm, check your
functions are not just a single huge switch with tons of cases.)
