Unfortunately that's true. Emsdk itself does no longer provide 32-bit builds, but you can still manually compile Emscripten and LLVM for use on 32-bit Windows. Try following this guide: http://kripken.github.io/emscripten-site/docs/building_from_source/building_emscripten_from_source_on_windows.html . Let me know if there are any issues with that.
