Yep I've seen this too. AFAIK Chrome has some magic heuristics whether it allows autoplay on a page that was already visited... It definitely somehow remembers whether the user already had activated autoplay on a page, and then sometimes/somehow forgets about it.
I'm doing all tests with the networking panel in devtool open, and enable the "Disable Cache" checkbox there, this seems to disable some of the magic too.
