Most existing RFC 2716 implementations are TLS version agnostic, and so many already support TLS v1.1 and will also automatically support TLS v1.2 when that is implemented in the underlying SSL/TLS code. While RFC 2716bis will obsolete RFC 2716, this doesn't mean that existing EAP-TLS implementations will become obsolete or will change; almost all of them should be compliant with the new spec.
