Dear ENB readers;

IISD Reporting Services is seeking a funding partner for its Earth Negotiations 
Bulletin (ENB) coverage from the Sixth meeting of the Ad Hoc Open-ended 
Informal Working Group on Marine Biodiversity to Study Issues Relating to the 
Conservation and Sustainable Use of Marine Biological Diversity Beyond Areas of 
National Jurisdiction (BBNJ), scheduled to be held at UN Headquarters from 
19-25 August 2013.

As you may know, many delegates at the UN Conference on Sustainable Development 
(UNCSD, or Rio+20) sought to include a decision to "initiate, as soon as 
possible, the negotiation, in the framework of the UN General Assembly, of an 
implementing agreement to UNCLOS that would address the conservation and 
sustainable use of marine biodiversity in areas beyond national jurisdiction." 
However, at the close of the negotiations, in the final outcome document from 
Rio+20, 'The Future We Want,' governments committed to address the issue before 
the end of the sixty-ninth session of the General Assembly, "including by 
taking a decision on the development of an international instrument under the 
Convention on the Law of the Sea."

The August meeting of the Ad Hoc Open-ended Informal Working Group will be the 
first negotiation on this issue since Rio+20. What positions will they take on 
this matter? Will they make progress on their Rio+20 commitment?

Due to recent loss of several key long-time donors, which has resulted in 
reduction of revenue for the ENB, we are adjusting our program of work this 
year to match projected revenues. We are working on developing a partnership 
cooperation agreement with UNEP that includes a new financing mechanism that 
governments can use to support our knowledge products. We hope to return to a 
full schedule of coverage in the next months. And, in the meantime we will be 
seeking specific funding for those meetings that we have had to eliminate from 
our roster.

IISD is urgently asking for funds to help provide transparency and raise the 
visibility of the BBNJ meeting next month, IISD needs approximately US$29K to 
publish at this important session.

IISD has published the Earth Negotiations Bulletin from meetings of the BBNJ 
process since 2006 and we hope that this continuous coverage is not interrupted.
