We are pleased to announce that on 14 March 2014 the International Institute 
for Sustainable Development (IISD) and the United Nations Environment Programme 
(UNEP) signed a new Project Cooperation Agreement (PCA) relating to reporting 
services for UNEP and UNEP-Administered MEAs.  Under this PCA, IISD and UNEP 
agree to provide Earth Negotiations Bulletin (ENB) coverage of the UN 
Environment Assembly of UNEP, CITES, CBD, the chemicals conventions (PIC, POPS, 
Basel), Montréal Protocol, CMS, IPBES and other UNEP meetings through the end 
of 2014.

IISD and UNEP have agreed to jointly undertake fundraising activities to ensure 
that funding is available for coverage of these UNEP and UNEP-Administered 
Multilateral Environmental Agreement (MEA) meetings in 2014. The PCA provides a 
mechanism for governments to make direct contributions to UNEP or earmark 
funding to UNEP to be made available to IISD for activities under this 
agreement. At present the PCA has enough funding from UNEP for the Open Ended 
Committee of Permanent Representatives, which was held this week in Nairobi, 
and for coverage of the UN Environment Assembly in June. Moving forward, we are 
urgently soliciting specific funding to provide ENB coverage for several other 
meetings (CITES and CBD) to be held in the next few weeks.

The first of many events included under the PCA are the meetings of the CITES 
Plants Committee, the Animals Committee and the joint sessions of these 
committees, scheduled for 28 April through 8 May 2014 in Veracruz, México. We 
currently do not have the funding available for coverage of these meetings. If 
we do not receive confirmation of funding this week we will not be able to 
publish the ENB at these meetings.

IISD has received letters of endorsement for our proposal to provide Earth 
Negotiations Bulletin coverage of this meeting from CITES Executive Secretary

Donors are now able to support us in two ways:
·       Provide funding directly to IISD for coverage of the meetings;
·       Provide funding or earmark funding through the new financing mechanism 
available at UNEP and the PCA.
