Dear Earth Negotiations Bulletin Reader;

Beginning this month, the UN will embark on a series of consultations and 
negotiations that will culminate in the September 2018 Intergovernmental 
Conference to Adopt a Global Compact for Safe, Orderly and Regular Migration, 
at UN Headquarters in New York. We are urgently seeking funding to continue 
providing coverage of this process and are reaching out to you, our readers, 
for assistance.
IISD would like to continue coverage of this process to ensure that policy 
makers, national focal points, the media and civil society have access to 
independent timely and authoritative conference reporting leading to the Global 
Compact for Safe, Orderly and Regular Migration. Outputs from this project will 
include coverage by producing:

·         the Earth Negotiations Bulletin<http://www.iisd.ca/enb/> from the 
anticipated events (list in proposal 
annex<http://enb.iisd.org/donate/2017/transparency_for_the_migration_negotiations_rev_7_april_2017.pdf>)

·         short reports on preparatory events and publications leading into, 
and following up on, the events to be covered through this proposal, to be 
published on the SDG Knowledge Hub<http://sdg.iisd.org/>.
Our reporting will: raise awareness within the international policy community 
and media of the negotiations; create a level information playing-field at the 
meetings; contribute to transparency in the negotiations on the global compact; 
provide real-time information to humanitarian and development decision makers; 
and contribute to the academic body of knowledge about these events. The total 
cost for the project, which would take place from April 2017 to July 2018, is 
estimated at US$445,000.
IISD has been tracking the preparations for this Conference since the adoption 
of the New York Declaration for Refugees and Migrants (A/RES/71/1) in September 
2016. Most recently, IISD posted a

on our SDG Knowledge Hub reporting on the UN General Assembly's adoption of a 
draft resolution on the modalities for intergovernmental negotiations on the 
compact (A/71/L.58<http://undocs.org/A/71/L.58>). We also reported that on 
April 6th, UN Secretary-General António Guterres announced that Louise Arbour, 
Special Representative of the Secretary-General for international migration, 
will serve as the secretary-general for the conference, and UNGA President 
Peter Thomson appointed the Permanent Representatives of Mexico and Switzerland 
as co-facilitators of the intergovernmental consultations and negotiations. 
Phase I of the preparatory process will kick off on 8-9 May, with an informal 
thematic session on the topic of 'Human rights of all migrants, social 
inclusion, cohesion and all forms of discrimination, including racism, 
xenophobia and intolerance, in Geneva. More information on the planned events

the UN Secretary-General, and an issue brief and procedural note for the first
