With any of the Debian/Ubuntu live CD's you can install extra applications
once the LiveCD is running, usefull if you just want to try something out.

If you mean one which has it turned on out of the box. Don't know of a
pre-made solution. But since Ubuntu supports encfs and libpam_encfs you
could remaster a Ubuntu live CD with these turned on.
