My name is SAKAI Takayuki, a member of Amnesty International-Japan. I am
also a member of JICRC (the Japan International Center for the Rights of
the Child).
This week, we have the Second World Congress Against Commercial Sexual
Exploitation of Children (Yokohama Congress, December 17-20).
We are a non-governmental organisation (NGO) seeking to increase awareness
among children and the general public in Japan on issues of development,
child labour and the commercial sexual exploitation of children (CSEC).
As an organisation participating in the Second World Congress Against
Commercial Sexual Exploitation of Children held this week in Yokohama,
Japan, we are planning to hold a workshop ("No! to the Prevalence of
Prostitution/Pornography in Japan: Children and Young People Express
Against It") and a study tour around Yokohama's adult entertainment
district ("From the Frontline of a Prostitution/Pornography Giant: Looking
into Japan as a Perpetrator of CSEC").
We, JICRC, regard CSEC as the exploitation of children's sex by means of
money or other materials for the convenience of adults, and strongly
oppose it. We believe that the attitudes of our society towards
prostitution and pornography have a strong relationship to CSEC. Based on
this recognition, our workshop and study tour are being organised to
examine with our overseas guests the current state of Japanese society
with regards to sex and children, and to get across the messages of the
children and youth to the citizens of Japan and beyond.
In today's Japan, there exists an unfettered commercialisation of sex
caused by the lack of respect for the dignity of sex and life, as well as
the male-dominated structure of the society. At the same time, children
are not given enough opportunities to understand sex and learn about their
rights, while they have easy access to abusive sexual information. This
makes them vulnerable targets of the commercialisation. Furthermore, they
will likely nurture a very abusive view on sex and act accordingly. This
situation poses a high risk of reproducing new victims and perpetrators of
child prostitution and pornography.
