My name is Rada Gungaloo. I am a Mauritian lawyer who, in 1989, launched
the movement against violence against women.  In 1990, we opened the first
legal advice centre for women and at the end of the same year the first
battered women's shelter. Since then, we have campaigned and lobbied for
laws to protect battered women and their children.  Finally in 1997, the
Protection from Domestic Violence Act was passed which entitles
victim-survivors to apply for a protection order and/or an occupation order.
Unfortunately, it is very rare that the magistrate grants an occupation
order as the dominant ideology is still that the man is the king of his
house, hence he cannot be ordered to move out! In the meantime, of course,
women and children are on the streets or in battered women's shelter.

The law does not also provide for civil remedies or training of legal
officers, police etc.  Hence, I am very interested in the Indian legal
proposals.  We could exchange views and continue debating this
crucial issue.
