CALL FOR APPLICATIONS FOR MID TERM EVALUATION OF CAPACITY BUILDING ON VIOLENCE AGAINST WOMEN IN COSTA RICA
The University of Western Ontario is seeking an independent consultant to work with them and the Centre for Research in Women's Studies of the University of Costa Rica in the mid-term evaluation of process and outcomes of an international development collaboration of capacity building on violence against women in Costa Rica. A draft proposal for the evaluation, including a brief budget and outline of work plan, along with the names of two references, should be submitted to the attention of Dr. Katherine McKenna, at the address below, no later than April 5, 2002. Selection will be announced on or before Monday, April 15, 2002. It is expected that the work would optimally take place between August 15 and October 15, 2002, with a final report being submitted to the principals, Dr. Laura Guzmán Stein and Dr. Katherine McKenna, no later than January 15, 2003. Both evaluations and reports will be conducted concurrently but are separately contracted projects. The total budget, all inclusive, for The University of Western Ontario portion of the evaluation is CAN$10,000. The project is a 5 year $250,000 Tier II project funded by CIDA through the Association of Universities and Colleges of Canada, "Prevention of Violence Against Women in Costa Rica." Its three main theme areas are: 1. The Economic Costs of Violence Against Women, 2. Indicators of Violence and Survey Methodology and 3. Evaluation of Anti-Violence Projects and Initiatives. By the end of 2002, the second year of the project will have been completed. For evaluation guidelines and a detailed project description, potential applicants are encouraged to contact Katherine McKenna as listed above. The ideal candidate should be a Canadian or a citizen of Central America, with sufficient capacity in English and Spanish to conduct interviews and prepare a report in both languages. The consultant will have expertise in evaluation and be familiar with Results Based Management. Important background is a demonstrated knowledge of international development issues and familiarity with the university environment as well as government systems and structures. It will be essential for the evaluator to have an understanding of feminist issues particularly with regard to the systemic nature of violence. Experience in a developing country will be an asset, as well as some appreciation for the specific Costa Rican and Canadian contexts in which the project is being implemented. Finally, the consultant should be a practitioner of the participatory approach to evaluation, be culturally sensitive and have good communication skills. Katherine M.J.
