Sorry for the late reply, I completely forgot I posted on this board.
Turns out I was simply behind NAT and needed to forward the ports.

Also, what really helps is to set up a dynamic dns account. Then, you can just 
use yourn...@dyndns.org, for instance. You'll still need port forwarding, but 
it saves you the trouble of always copying your ip address.

Could it be, that your "public IP address" is actually the address 
of your router and not of the machine you're running your enet server 
on?

 
You need to use an IP that belongs to the machine that the server is running 
on, and if you want your server to be available through your router you'd need 
to set up port forwarding on the router.
