This came up at the docs/i18n BoF at GUADEC. It would be awesome to have a whatcanidoforgnome.org which is similar to http://whatcanidoformozilla.org/ and http://whatcanidoforfedora.org/. The docs team talked about this during a "how to get more contributors" session at Open Help last year with Mozilla and other projects. Apparently it does really work so worth a try, I think. Some projects also hold hacking and testing days which also seem to be successful if well advertised.
