Changed to LC_ALL per Sandro's suggestion for rpm.
dpkg does not list (or keep) installation time. One way to check it is the
timestamp of /var/lib/dpkg/info/${PACKAGE}.list but I think that's currently
out-of-scope.
I didn't change TZ because rpm does not output the timezone and I guess most
people expect local time in such files.
