Patch Set 1: @Einav: Before this change there was a misconception that user queries should return only the objects you are a /user/ on, not the objects you have permissions on. E.g., suppose you have TEMPLATE ADMIN on template A, TEMPLATE USER on template B and no permissions what so ever on template C. Before the change, you'd see only template A in the power user portal.
