Just guessing, but ... maybe it isn't a valid plugin in terms of Rails  
2.0? I.e. does it have an init.rb file and/or a lib subdirectory?

It obviously is not present in Engines.plugins:

We might want to raise a more meaningful error or log a warning in  
this case ...
