Hi Mariappan! It is easy to find it out: just ask the verb
I looked at the book. Ask the verb: What did you look at? - I looked at the book. In this case, the verb to look needs an object, because when we look At, we look at someone or something. So in this case, the verb is transitive. I looked down from my windows. Ask the verb: What did you look down? No answer. Why not? - because the action is complete.
