Bug: garbage chars when adding external programs [f=2:i=11383:t=11383]

Here's a bug when I tried to add external programs in
Settings\Highliters Settings\

When I browsed an application'D:\devtools\dfmedit\DFMEdit.exe",
clicked button 'Add', it turned out in the list to be:
    DFMEdit,"D:\devtools\dfmedit\DFMEdit.exe" "%File%"?
Note an extra trailing '?' was added. 

Then I clicked the item in the list to edit it, manually deleted the
redundant '?', and clicked button 'Replace', then it became:
   DFMEdit,"D:\devtools\bin\jsedit.exe"
"%File%"??&#28738;??&#30673;?&#30674;??
More garbage info occurred! :-(

My Env: Windows XP, SP1,  Simplified Chinese version
