There are no features like this in PSPad. I do know where you coming from with the idea, being a former Dreamweaver user myself. Using templates in dw may seem like a great idea, but it not. The overhead to search and replace multiple lines in multiple files is uncool. Sever side includes and/or scripting are much more efficient.
