Problem to display Phi letter [f=2:i=11718:t=11718]

Hi everybody,

I don't manage to display the Phi letter (&#966;) in pspad and in my
webpage.
What format (utf-8, ISO, ANSI, ...) must I choice ? Does an html
equivalent exist ?
