Apart from using TortoiseCVS, you could do it in a script. You could use the CVS script at http://www.w-p.dds.nl/cvscmd.txt If you download this file, save it with an extension .vbs in the Scripts/VBScript directory. Adapt the settings at the top of the file (give the location of cvs.exe or svn.exe, for instance). Save it, give the menu command Scripts-Recompile scripts. If you like, you could adapt the Init function to assign hotkeys to the commands. If any SubVersion user reads this, could you tell me if the svn.exe command line options are compatible with cvs.exe?
