"Project | Save As" requires that a file is opened [f=2:i=11981:t=11981]

Just discovered that in order to save a project under a different name, I
need to have at least one file opened in PSPad. If I close all files (not
the project), the "Project|Save As" menu item is grayed out. Is this by
design?
