I have some points to clarify. As you explained your letter both 2nd Lang
English and core subjects have equal marks ie, 80, but the duration given
to answer is 2.30 hrs for Lang and 3 hrs. There is lots of difference in
the question pattern. In English 39 marks are alloted for grammar and 41
marks for multiple choice and other question answers. Grammar question does
not need much time to answer. ( of course for some rural children may need
little more time )Where as in core subject descriptive question are many.
2marks 16, 3marks 6 and 4 marks 1.one sentence question answer 10. So it
needs more time to answer.
Regarding no.of papers allotment for evaluation 26 for English and 20
for core subject, in English as I explained grammar questions can be
valued easily where as in core subject specially in science and social,
teachers need to read the answer thoroughly and allot the marks. So it
needs more time to evaluate. That's why core subject teachers are given
more rates per paper than 2nd and 3rd language teachers.
With regarding time allotted for answering one may agree your argument.
But with regarding paper allotment and rates per paper, I think it's
perfectly done.
It's my personal opinion when I read the letter.
