i had this problem years ago when porting enigma to nokias maemo devices which 
all feature 800x480 wide screens.

My solution finally was to use the border with some background image during the 
game: http://www.harbaum.org/till/maemo/enigma_small.jpg
Later versions used additional buttons on the border to make the entire game 
usable with on devices without physical keyboard (e.g. n800).

All the non-game screens (title, level selection, menu, ...) can easily be 
changed to work with any resolution. That's what the maemo port did.
