Inkscape is the reference: I use it for my job, I made my pupils use it to draw diagrams, I use it to translate figures from raster to vectorial, from svg to pdf... It runs on all platforms, it is free (in all the senses of the word), it works well with wacom-like devices, and there are many books like Inkscape for the dummies to help you free your creativity.
