Windows HiDPI support has been critizied a lot. http://www.tenforums.com/general-discussion/7290-hidpi-displays.html
But it clearly will need a Windows 10 HiDPI user to fix these issues... although maybe they can be fixed at the SDL library level, without many changes to enigma. But the problem may also be deep in the Windows APIs dating back to Windows 3 when nobody thought of HiDPI yet... it may be a hard job...
