I should have replied to this earlier - that's exactly what it is (many thanks to Daniel Kahn Gillmor for finding this out for me). When the Expert settings are enabled on the Basic preferences tab then the Advanced button is also displayed on the OpenPGP options pane, otherwise it's hidden. This is rather non-intuitive - well I thought so anyway, I'd expected the "Advanced..." to be displayed all the time, it's two separate sets of advanced settings.
