I agree that the report mixes the two things; but i'm pretty sure the
issue is about "automatically decrypt/verify messages".  I've asked the
original reporter to clarify on the bug report; hopefully that will help.

Anyhow, in my testing, it does look to me like the "automatically
decrypt/verify messages" checkboxed menuentry doesn't have the desired
effect, at least on icedove 24.1.1 and enigmail 1.6.
