Are you sure? I use the latest Debian package, and if I search for Enigmail from the Add-ons Manager of Icedove, I see that the latest version I get to see there is 1.6, released 6 October 2013. The Debian package 2:1.6-4 was released 14 Nov 2013, and version 2:1.6-1 was released on 9 nov 2013, with "new upstream version" in the Changelog. If you're unfamiliar with Debian package versioning, the 2: is an epoch indicator mainly used to fix problems with the packaging and can be ignored in this context, 1.6 is the version and -4 is the 4th Debian revision of the same version of the package.
