Adele might need to do:

gpg --search-keys 0xC938FD97
gpg: searching for "0xC938FD97" from hkp server keys.gnupg.net
(1) godfree2 <[email protected]>
        Galen Thurber <[email protected]>
        Galen Thurber <[email protected]>

Galen Thurber (atheist, bright, fowl, humanist, skeptic) <galen@flight
          1024 bit DSA key C938FD97, created: 2009-05-05
Keys 1-1 of 1 for "0xC938FD97". Enter number(s), N)ext, or Q)uit >

I get Untrusted good signature from godfree2 <[email protected]>

Another thin Adele might need to set or change the default key server.

grep -i keyserver gpg.conf
# GnuPG can send and receive keys to and from a keyserver. These
# Example HKP keyserver:
# Example email keyserver:
# Example LDAP keyservers:
# ldap://keyserver.pgp.com
# hkp://keyserver.example.net:22742
# Most users just set the name and type of their preferred keyserver.
# ldap://keyserver.pgp.com) synchronize changes with each other. Note
# the "--keyserver-options debug".
keyserver hkp://keys.gnupg.net
#keyserver mailto:[email protected]
#keyserver ldap://keyserver.pgp.com
# Common options for keyserver functions:
# on the keyserver (not all keyservers support this).
# "revoked" on the keyserver.
# keyserver. Some platforms (Win32 for one) always
# http-proxy="proxy" : set the proxy to use for HTTP and HKP keyservers.
# auto-key-retrieve : automatically fetch keys as needed from the
keyserver
# when sending keys to the keyserver.
#keyserver-options auto-key-retrieve
# keyserver = locate a key using whatever keyserver is defined using
# the keyserver option.
# You may also list arbitrary keyservers here by URL.

On Linux/UNIX based systems there is a skel file for the users to use.
/usr/share/gnupg/options.skel which upu can copy to ~/.gnupg/gpg.conf
/usr/share/gnupg2/gpg-conf.skel

I don't know where the skel file will be for windows systems.
