It seems multiple people are going into the same directions.
I am currently also trying to improve the handling here.

In fact, I am about to prepare a paper that
- in detail explains the current implementation
- suggest improvements
regarding whether and when a message is send encrypted.

In fact the document will handle the questions:
- How do we decide whether to encrypt?
- How do we find the keys?
- Which options do/should we have to influence this process?

Because I started trying to understand the current state
and the code was really hard to read,
I submitted a pure code refactoring, Patrick applied already
with patch
 a37cb82adbb585c888a150e19740f3151a1510ae
So note that the code has changed (not in behavior
just as it is written).

I expect to have the design paper ready during the next couple of days.
Note BTW, I think it is a good idea at least to have the option
to automatically send emails encrypted in case we know all keys.
However, in this whole process a key question is how to deal
with bcc addresses (or if bcc addresses are present).

Best
 Nico
