Well then you aren't sending him a useful encrypted message, unless
you plan to get an encryption key to him separately either now or at
some later date.  You're just sending binary noise.

Now that said, I can see a situation in which Alice might send Bob a
message encrypted only to Charlie, and tell Bob, "Forward this message
to Charlie if and *only* if something happens to me."
