Only if you use beta versions of Thunderbird. The next major Version
of Thunderbird will be 31.0.

No and no.
Compatibility in Thunderbird is not only maintained in the XPI file,
but also on Addons.mozilla.org (AMO). As long as the compatible
version on AMO is updated to include newer versions released after
Enigmail was released, the compatibility check of Thunderbird will
accept the current version of Enigmail. And the current
release-version of Enigmail on AMO currently says that Enigmail works
with Thunderbird 17.0 to 32.0.
