How about adding the following radio buttons:

(*) Opportunistic encryption
( ) Manual selection of encryption options
|--------------------------------------------------------------|
| To send encrypted                                            |
|  (*) keys signed by me or other people I trust               |
|                                                              |
|  etc.                                                        |
|                                                              |
|  ( ) if rules changed encryption                             |
|--------------------------------------------------------------|

The stuff in the box is only active if "Manual selection of encryption
options is chosen". If "Opportunistic encryption" is selected, then
everything in the box is inactive, but displays the settings that
result from choosing opport. enc.
