Of course YES. Enigmail can encrypt/decrypt Japanese without special setting or technique. Several years ago, I and my colleagues have tested whether Enigmail could treat Japanese correctly or not. There was a small problem about ISO-2022-JP with inline PGP (ISO-2022-JP was recognized as 8 bit, not 7 bit), but this problem has been fixed.
