I believe the OP is concerned about PLAIN-TEXT vs HTML composition, not the PGP/MIME vs INLINE PGP.
To the OP: Signing (and possibly Encrypting) HTML content does not work: HTML can be mangled drastically without actually changing the content, but that leads to signatures being broken. For that reason when installing Enigmail it drops the support for HTML altogether. After removing Enigmail you have to manually enable HTML writing by going to your Account Settings in the Composition page.
