Pref is per identity and only visible in advanced settings. Maybe you enabled
it once whil expert settings were active and now you switched back to basic
settings?

1. In Enigmail Preferences make sure Expert settings are shown.
2. Open Per-Account(-Identity) OpenPGP Security settings -> Advanced
3. Adjust last checkbox in that dialog.

If you don't find it there I suggest you search your prefs.js (in your TB
profile directory) for "attachPgpKey" - should either not be there or set to
false if you don't want keys be attached.
