Hmm... perhaps I misunderstood. I *thought that I remembered that 'under
the header' area was bad becasue TBird uses that area from time to time
so the request was to 'keep' the top space even when Enigmail is not
active. Which would stop the moving of the header down which also then
moves the button locations down in the header.

I stand corrected.
