I had the same issue until I changed some of the Enigmail preferences. Try 
changing to these. It worked for me.

Under Sending Tab:
Check Manual encryption settings
Encrypt/sign replies to encrypted/signed messages
Automatically send encrypted, check Never
To send encrypted, check All usable keys
Confirm before sending, check Never

Key Selection Tab
check first three boxes

Advanced Tab
check 1st, 3rd, and 4th
In Additional parameters change to read: --no-emit-version --no-comments
(pay close attention to spaces and dashes)

Keyserver
keys.gnupg.net, pool.sks-keyservers.net, pgp.mit.edu
