The confirmation dialog comes at last, as the preferences say ("Confirm
before sending"). In case of inline-PGP you actually can see what the
final mail will look like. This requires encrypting and/or signing the
mail beforehand (if the rules and settings say so). Signing requires
your passphrase if it isn't cached any more, so everything works as
designed.

Frankly, I don't think this should be changed.
