In a nutshell, people believed (with, IMO, good supporting evidence) that inline was a more reliable way to transfer OpenPGP. However, as time progressed and mail software became more reliable, the reasons for preferring inline grew fewer. Recently Enigmail decided the time had come to switch to PGP/MIME, and that's due in 1.9. The people who still advocate inline flame us for the change, and the people who prefer PGP/MIME flame us for not having changed already.
