No, that's not ok. Enigmail claims it would need the key, but 1 line
later says "Untrusted good signature from <Uid>" which it couldn't
without having the key. So, this is contradicting and weird indeed.

Please do NOT give such advice. People really shouldn't sign other keys
without having verified their correctness.
