I'm no expert, but have used gpg for a long time.  At the moment I'm
using it under Windows, but little differs in Linux.

You need to set a trust status for any key where you intend using
encryption.  Do you have Kleopatra?  I don't know the gnu equivalent,
but I'm sure there will be one.  Otherwise, open a command line and type
"gpg -help" which will give you a command list.  As far as I can
remember, the option you need is simply --edit, which opens another
menu, one option being to set the trust status.  Ultimate is for your
own key only, but you need Fully for your encryption partner.

This is all from memory.  If I'm wrong on any detail or I've missed
something I'm sure someone will jump in soon.
